Is there any regulation for leasing companies in Australia?

I know Australian Prudential Regulation Authority oversees banks ,credit unitons, building societies,insurance companies. But which Australian Authority oversees Auto leasing companies? Any licence needed to be acquired to run the leasing business? Is there any minimum capital requirement or minimum cash on hand regarding this industry. Thanks
