Ex-fiance driving unlicensed & won't reinstate-what is the best thing to do?

Hi all- I have an ex who is driving without a license and has for the last three years. He cannot obtain a license in our state because of an outstanding DUI penalty charge in another state. He has children and is a single (wife died) dad. What is the "right" thing to do about this, since I know the facts? For cops out there, what is the best thing to do without being vindictive?
