Help again... Serious answers please... i need suggestions?

i was circised for about 4 years ago... then when the wound was healed, i've spotted a lot of unwanted "SMALL KELOIDS" or "stitch Scars" and it is not nice to see... is there any way to remove that, surgically or manually???
